Logan Subdivision Case Study: Overcoming Sewer Infrastructure Challenges in a 1 into 2 Lot Subdivision

Location: Boronia Heights, Logan City Council Development: Reconfiguring a Lot – 1 into 2 Residential LotsTown Planning Consultant: Urbanza Town PlannersProject Status: Council Information Request – Infrastructure Investigations Underway

A Simple Subdivision Isn't Always So Simple

At Urbanza Town Planners, we regularly assist property owners across Logan City with residential subdivisions. While a 1 into 2 lot subdivision may appear straightforward on paper, unexpected infrastructure constraints can quickly introduce additional challenges.

One of our current projects at 4 Parklands Drive, Boronia Heights, is a perfect example of why early due diligence, experienced town planning advice and collaboration with engineering consultants are essential.

The project involves subdividing an existing 854m² residential property into two separate lots:

  • Proposed Lot 31: 400m²

  • Proposed Lot 32: 453.8m²

Following the preparation of survey plans, Urbanza progressed the development application and lodged it with Logan City Council within approximately one week.

However, as the application progressed through Council's assessment process, questions emerged regarding the availability and suitability of the existing sewer infrastructure.

The Challenge: Can Both Lots Be Properly Serviced?

One of the key requirements when subdividing land is demonstrating that each proposed lot can be appropriately connected to essential infrastructure, including water, sewer and stormwater.

For this project, Logan City Council issued an Information Request seeking further details about the existing sewer infrastructure and the feasibility of servicing the proposed lots.

A particular concern was establishing whether the existing sewer network could provide a suitable connection to the proposed development.

This required further investigation into the surface levels and invert levels of nearby sewer manholes.

Why does this matter?

Sewer connections generally rely on gravity to transport wastewater from a property into the sewer network. Where the existing sewer is not sufficiently deep or appropriately positioned, providing a compliant connection can become more complicated.

In some circumstances, an alternative connection point may need to be investigated, potentially involving infrastructure on the opposite side of the road.

For this project, determining the depth and location of the surrounding sewer infrastructure is an important step before an appropriate servicing solution can be confirmed.

Our Approach: Working with Surveyors and Engineers to Find a Solution

Rather than allowing the infrastructure concerns to stall the project, Urbanza has been coordinating with the relevant consultants to investigate the available servicing options.

1. Investigating Sewer Manhole Levels

We have arranged for further surveying investigations to establish the surface and invert levels of the relevant sewer manholes.

This information will help determine the depth of the existing sewer infrastructure and whether a practical gravity sewer connection can be achieved.

2. Exploring Alternative Sewer Connection Options

One of the possibilities being investigated is whether a deeper sewer main located across the road could provide a suitable connection point.

The feasibility of this option will depend on the surveyed levels, infrastructure configuration and engineering advice.

3. Locating the Existing Water Main

In addition to the sewer investigations, Council requested clarification of the existing water main's location.

We have been coordinating specialist pipe-location investigations using techniques such as ground-penetrating radar and electromagnetic locating to establish its position.

Accurate information will assist the engineering team in developing appropriate servicing arrangements.

4. Coordinating the Engineering Response

Once the required survey and utility-location information is available, our engineering consultants will be able to assess the options and advise on an appropriate servicing strategy.

Urbanza will then coordinate the relevant information and supporting documentation as part of the response to Council's Information Request.

Why Infrastructure Investigations Matter Before Subdividing

This project highlights an important lesson for property owners considering subdivisions in Logan.

Having a sewer main nearby does not automatically mean that your proposed lots can be connected to it without complications.

The depth, position and accessibility of existing infrastructure can significantly influence the engineering requirements, development costs and overall feasibility of a subdivision.

Identifying these potential issues early can help property owners make informed decisions and avoid unexpected expenses during the development approval process.

Although infrastructure constraints can introduce additional costs and delays, they do not necessarily mean that a subdivision is unachievable.

Often, the key is understanding the constraints, engaging the appropriate specialists and investigating practical solutions before committing to construction.

The Next Steps for Our Boronia Heights Subdivision

The project is currently progressing through the infrastructure investigation stage.

Our immediate priorities are to confirm the relevant sewer levels, accurately locate the existing water main and obtain engineering advice on the available connection options.

Once these investigations are completed, Urbanza will coordinate the response to Logan City Council and continue working towards obtaining the necessary development approval.

While the final servicing solution has not yet been determined, this case demonstrates the value of proactive project management and having a town planner who can coordinate the various consultants involved throughout the subdivision process.
